Would it be possible that the listings have been switched for DOCTOR DEATH/DR. JAMES BRADLEY and DOCTOR NEMESIS/DR. JAMES BRADLEY?
The issues listed for Bradley as Doctor Death are from the Golden Age and he was always called Doctor Nemesis at the time. For example, his series in Lightning Comics and in Super-Mystery Comics was were called Doctor Nemesis and he was supposed to be a "good guy" at the time.

Bradley only used the name Dr Death when he worked for the Nazis in the INV2 mini-series. I understand that in all his other apps in the 1940's and later times he is Doctor Nemesis. GCD lists him as Doctor Nemesis in Lightning Comics v1#6, v2#1-3,6 and as Dr Nemesis in Lightning Comics v2#4-5 and Super-Mystery Comics v3#3-4,6, v4#1.
