It's another chronology loop in between Infinity Crusade and DC vs Marvel. But this time it's quite simple.
Captain America has DHAWK 37 before WLOCK&TIW 26-28.
Dr Druid has WLOCK&TIW 30 before SECDEF 18-21.
Venom has SECDEF 20 before DHAWK 35-37.
Cap's app in DHAWK 37 is a 1-and-a-bit page cameo where he's easily defeated. Either position for him would be in the lead-up to CA 425 where he's not performing well before getting the diagnosis that the Super Serum is killing him.
Dr Druid's crucial 1-page cameo in WLOCK&TIW 30 mentions that he's handling things for the unavailable Dr Strange (really only the Secret Defenders starting with SECDEF 15-17).
Venom's app is another 1-page cameo where he mentions he's the Lethal Protector of an underground community (since V:LP mini-series a little while ago).
Darkhawk himself doesn't mind which place his #37 goes.
Any of the cameos could be moved a bit. But moving Cap's will have the advantage of putting it much nearer CA 425, maximising the excuse for him being easily beaten.

All I *need* to do to break the loop is to move DHAWK 37 to after WLOCK&TIW 28. The other extreme is to put it immediately before CA 425. But what I propose is to insert it between A 371 and Cap's bit of TSTRK 4. TSTRK 4 is I believe the 1st issue in the chronology where he thinks he has a problem, and in DHAWK 37 he doesn't have such thoughts but does get easily defeated, and I'll rationalise that this defeat leads to his worry.
