pn 3-4 with General Simon (Steve visits the General, wearing a collared shirt)
p 12 pn 1 with General Simon (Steve visits the General again, wearing a green v-neck t-shirt, and begins a conversation about Bucky, which continues thru panel 2 via a speech box, and into panels 3-5)
pn 2 IM tells the Avengers [CA, GM, T, W] of some UFO sightings
pn 3-5 with General Simon (Steve is still wearing the green v-neck t-shirt, and the same conversation is taking place)

I suggest that "pn 2 IM tells the Avengers [CA, GM, T, W] of some UFO sightings" should be treated as a flashback, which would occur between pages 11 & 12, altering the sequence slightly for purposes of chronology..

pn 3-4 with General Simon (Steve visits the General, wearing a collared shirt)
