In IH2 380, Crazy Eight is sentenced to die for having killed Senator Ray Hartwell. He doesn't actually appear, being dead, but his widow, Mrs Beth Hartwell, does. Although the senator doesn't actually appear on-panel anywhere, he did exist in the Marvel Universe prior to being murdered.
Out in the Land Down-Under, beneath a rocky outcrop, deep within the back paddock, dwells the Stray Lamb.

It doesn't appear that Clive_Reston is maintaining this list anymore, but there's a Senator Irksome in NFAOS 5.
