In Marvel Atlas 2 the nation of Cuba is identified as the home of the third Crusher, "El Professor" Caldwell Rozza.
Consequently, "El Presidente" who appears in TOS 91 should be Fidel Castro (and indeed George Tuska blatantly used the likeness of the Cuban president).

Yes. The resemblance is obvious. And even if Official Index for Iron Man does not identify him, your reasoning from Marvel Atlas 2 should be enough to acknowledge him. It's quite likely that at the time, Marvel (or the Comics Code Authority) was trying to stay cautious in order to avoid more tension with Cuba or Communist nations. For example, It took a while before Khrushchev was identified by name in the early 60's. The best they could do was all him Mr. K.
