MARVEL COMICS PRESENTS #3/2, 2019
Captain America is found unconscious after a battle at a farm near Jackson, Missisppi by Mae and her husband. He subsequently protects the farm from racist townsfolk. He and the farmer travel to town to pick up Mae, on to find their farm set on fire. They ask Cap to leave, and Cap calls Tony Stark from the bus line near Jackson.
This story, like many others from MARVEL COMICS PRESENTS Vol 3, seems to be "retro-topical", that is the story is Earth-616, but written as if the story was published originally in 1964, similar to how the Beatles appeared in MARVELS during the FF wedding. References in the story include the America Civil Rights Movement, and was after the assassination of American civil rights activist Medgar Evers on June 12, 1963, and after the Freedom Summer murders of June 21, 1964, but before the discovery of the bodies on August 4, 1964, so was probably topically between June 21-August 4, 1964. so probably cover dated April-June, 1964, so perhaps AVENGERS #7. The farmer also mentions that Cap was recently "on ice."
If anyone knows of any tale in which Cap was knocked unconscious in Missouri around this time, let us know.

I don't get this "topically between June 21-August 4, 1964. so probably cover dated April-June, 1964" Did you mean cover-dated Aug-Oct 1964?
Magazines cover-dated June 1964 could at best contain topical events from Feb, and more likely from Jan 64. The research in Jack Kirby Collector #75 points to dialoguing of issues three months prior to release date (plot would be earlier still). With Avengers being released two months prior to cover date, this makes five months.
For June-August 1964 events you would have to look around Nov 1964-Jan 1965 cover-dated issues.

Avengers 9 (Oct 64) released Aug 11, 1964 (scripted May?)

If you want a date that works both on topicality and release date, you are more around A 9. For topicality you could go as far as A 12.
Looking at Cap's appearances, the Avengers go to the Southwest in HSMASHA 1 (between A 10 & 11). Maybe there was an accident on the way back?

Cap seems unaware of current events. He's rather secluded in the Avengers title but in MOOT 5, after coming to terms with his time-displaced status (following his failed return to 1945, concurrent with A 8), he visits the Grand Canyon after Avengers 9, remembering an advice from General Patton, "There is no such thing as unfamiliar territory... You make the terrain your own the second your boots touch the ground." and also "My job is to make tomorrow's world better... There'll always be something to fight for." Waid also implied in CA 695 that Cap visited America "right after he came out of the ice." If we combine all this, this Mississippi incident would occur before his epiphany in CA:MOOT 5 (20 - 22).
