Wasn't the First Line foe Typhoon active in the '60s, and this Typhoon in the modern era? If so, Kwan Tai Fung would be Typhoon II.

Yes, true, so if you are going with when they were active vs when they debuted in the real world, then the numbers are the way you stated. This is, btw, another example of why a numbering system sucks.
