Yes, most of that series is set in Galacus/Galan's home universe that preceded 616. However, at the end of #12, there is a flashforward to 616, and the 616 X-Men briefly appear. That appearance should be acknowledged by MCP.

I don't see what the problem would be with listing Tonto. There's a 616 version of the Lone Ranger, so why not Tonto, too?

I just learned that Ziggy Pig and Silly Seal are in a pin-up with Thor in Marvel Fanfare #18, for whatever that's worth, so it's not unprecedented to depict them alongside 616 characters.
