If we stick to the costumes worn, the time window for this story is quite narrow. Cyclops and Professor X have the look they adopt after the Muir Island saga and before Infinity Gauntlet, and Wolverine ditches that tan and brown suit shortly after, in W2 50.
In this period, however, around IH2 388, before the crossover with X-Factor, the Hulk should be Professor Hulk and work with the Pantheon.
Perhaps the attack on the military base in this story is part of a mission for the Pantheon. We never see him talk, but certainly a fight with Wolverine is certainly not the time to show off intelligence.

2nd story
The pants and shoes appear in DS4 1 (Aaron's run). They're resumed at the end of Cates' run but by then Strange has a full beard. Strange shaves the beard in the last issue, 390 July 2018.
The next volume, he starts a quest in outer space, DS5 1 Aug 2018 with a different costume.
Thor appears in the costume he first wore in T5 1, Aug 2018.
Captain America resumed his original costume at the end of Secret Empire.

The present part occurs after the death of Hitler (April 30, 1945), and after the bunker is captured by the Soviets (May 2nd).
The flashback purports to be the first time Fury saw Captain America & Bucky in action. This account differs from previous ones
in SGTF 13 & Captain America: White. Fury's war stories are not very reliable. He admits so much, "Leastways... That's how I remember it." This requires a review of the Fury/Cap/Bucky stories.

4th story
The window for Wolverine may be short (Apr 91-Jan 92) but still a very long list to sift through.
For Hulk it's circa 383-387. The haircut is matching his appearance in these issues. In H 386-387 Hulk temporarily cannot talk. His silence here may mean he has a relapse or wants to save his voice. Wolverine is also in Canada in SM 8.

Bucky was lost and Cap was frozen after FDR's death (April 15) and before Hitler's death (April 30). The flashback could be Fury talking about the first time he saw the Nasland and Davis versions in action.
One of these days I'll get caught up on reading current comics...

The "Overture" frame story in Marvel establishes that all the other short stories in the series are mere dreams. So if one of those short stories conflicts with what's written elsewhere, I'd say just ignore it.

I don't have the book in front of me, but if it says they're dreams, we should ignore them, whether they contradict or not.

Nasland becomes Cap after the death of Hitler and is sent to the Pacific and Fury clearly refers to all of the actual Cap's war career. "Nobody fought harder than Cap. Nobody won bigger than Cap. Nobody cared more than Cap. Nobody d'served ta go home an' be happy ever after more than that guy."
Besides, while there are obvious differences in visual details (jeeps & tanks vs fortifications), the MARVEL 5 version matches CA:WHITE as if the artist redrew the latter from memory.
CA:WHITE "Fury was pinned down" MARVEL 5 "We wuz pinned down by nazi machine-gun fire"
Cap falls down on soldiers holding the machine gun.
In both Cap salutes Fury at the end.
So they confirm each other but one or both men has fudged the details. We don't know which one is correct and it's probably the earlier CA:WHITE version anyway so I will not attempt to reconcile them.
Next I need to figure their relation with SGTF 13 and a date.

Are you sure this is May? Adolf Hitler committed suicide on 30 April. The Battle of Berlin was effectively over on 2 May, when the city garrison surrendered to the Soviets. Skirmishes outside the city limits continued until 7 May, as retreating German troops were crossing the Elbe and heading west.

Are you sure this is May? Adolf Hitler committed suicide on 30 April. The Battle of Berlin was effectively over on 2 May, when the city garrison surrendered to the Soviets. Skirmishes outside the city limits continued until 7 May, as retreating German troops were crossing the Elbe and heading west.
Yes, that is what is written and since the story is a comment on the recent passing of Rogers and Hitler, with Fury in a bombed Berlin, it makes perfect sense with everything you wrote. Why the question? Maybe you missed that page 9 is a flashback?
