Captain America Comics #76a
This story (and probably other stories from this Captain America #76) should be placed before Young Men #27, because Captain America and Bucky returns to army in this story, while in Captain America's story from Young Men #27 (and all Captain America stories after that) shows them already in army.
Also notice, that according to mikesamazingworld.com Captain America #76 was on sale on January 18, 1954, while Young Men #27 was on sale on January 25, 1954, so releas dates also supports my suggestion.

Yep, Cap and Bucky rejoin the army as civilians in CAC 76, so at least YMEN 27/2 needs to happen after that.

MENADV 27/2 also has Cap and Bucky with the army, so it’ll need to be moved as well.

MENADV 27 came out the same week as CAC 76, and YMEN 27 came out a week later. YMEN 28 came out the next month, then MENADV 28 and CAC 78 came out the month after that.
