Hulk: Let the Battle Begin placement

Paul Bourcier did a very smart analysis of where Hulk: Let the Battle Begin could go, at /viewtopic.php?f=2&t=4775 . He's got it falling between H2 198 and 199. But Mt. Rushmore is extensively damaged in Let the Battle Begin, and seems to be in perfectly fine shape by H2 238-239 (in which the military types guarding it don't seem to think that the Hulk has ever been there before). Is there any way that the one-shot could easily be moved to some point after H2 239, or does that cause problems with the Wrecking Crew?

(Incidentally, I think--but don't know for sure--that the next time Mt. Rushmore appears thereafter is H2 438-439, in the course of which it's entirely destroyed...)

The complicating factor is Ross's appearance. He's leading troops against the Hulk. Moonstone triggers a breakdown in Ross in H2 229 and he's not back on active duty again until H2 264. Then H2 269-272 start the plot where Banner gains control of the Hulk. So if we want to place this after H2 239, it has to go in between H2 264 and H2 269.
The issue though is this- in H2 264, Ross is specifically told that there's no budget for operations against the Hulk- he's being assigned to the Pentagon as an adviser only. And indeed, we don't see him hunting the Hulk as part of the military after this for over a decade- in H2 287-290, he decides to commit treason by allying with MODOK so he can kill the Hulk. Now, it's possible that Ross managed to convince the Pentagon to change their mind about letting him the Hulk in between H2 264 and H2 269, and after the debacle in Let the Battle Begin they realized they were right not to put him in charge of Hulk-hunting operations, but still...

Although we do have Marvel Double Shots 1, where Ross seems to be in command, placed after H2 264, since Jen seems to be She-Hulk at the time of this story. OTOH, in that story, Ross only gets involved after Betty calls him and tells him that the villain of the story has kidnapped Bruce and is trying to duplicate his powers.

There's a slight discrepancy between Thor's appearance in H:LBB-FB and Yellowjacket's appearance in H:LBB.

Yellowjacket's appearance is placed immediately prior to A 150, and Thor's appearance is placed immediately after A 151.

Since H:LBB takes place immediately after IH@ 5, the correct placement for Thor should be immediately prior to A 150, as with Yellowjacket.
